一、建立疫情防控机制

（一）全市各级文化馆、图书馆、博物馆及镇（街道）文化站及村（居）综合性文化服务中心、对外开放的不可移动文物保护单位落实疫情防控工作措施和安全生产应急预案，明确各级负责人的疫情防控工作职责和内部责任机制，建立疫情防控管理体系。

（二）继续采取实名预约进馆的方式，实施适度有序开放，避免人员聚集，落实疫情追溯要求，最大限度降低病毒传播风险。

二、文化场馆管控要求

（一）做好清洁消毒。对公共区域、办公区域和桌椅、电子触摸屏、服装器具等公众容易接触的设备设施进行定时消毒，并做好记录。保持环境卫生清洁，合理设置“已消毒”公示牌。

（二）配备防护物资。配备消毒剂、医用口罩、一次性手套、非接触式体温测量工具等防护物资，加强洗手间的日常维护，有条件的可配备消毒设备，为公众和员工提供防护保障。

（三）确保有效通风换气。首选自然通风，如使用集中空调，开启前检查设备是否正常，新风口和排风口是否保持一定距离；运行过程中以最大新风量运行，定期对送风口等设备和部件进行清洁、消毒或更换。

（五）做好应急处置预案。各场馆要加强与属地卫生健康部门的联系，按照疫情防控要求，制定切实可行的应急预案，明确疫情防控应急措施和处置流程。场馆内设立应急处置区域，有条件的单位应设立临时隔离点或医疗救助点。

（六）做好员工健康管理。落实员工健康动态监测制度，员工进入场馆一律佩戴口罩，自觉接受体温检测，出现发热、呼吸道症状时，要及时报告。

（七）有序分步开放。各场馆要根据疫情防控实际，分区域分项目逐步恢复开放。对不符合开放条件的场馆以及容易形*员聚集和密切接触的项目，应暂不开放。

（八）及时发布开放事项。做好恢复开放公告公示工作，明确开放时间、预约方式、服务项目、入场须知等有关内容，通过线上线下等多种渠道向公众发布。

（九）加强人员进出管理。科学设置进出场馆通道，安排专人严格管理，落实预约登记、佩戴口罩、测量体温、出示健康码（包括查验行程轨迹）、实名登记等制度。对不配合或干扰防疫工作的，禁止进入场馆。

（十）采取人员限流措施。各场馆可结合防控工作需要，对入场公众数量进行总量控制和动态调控。提前规划开放范围，优先开放室外和人员分散区域。安排专人疏导、分流到馆（站）的群众，避免形*群聚集。

（十一）应急处置。所在区域发生疫情后，要严格控制或暂停相关场馆开放；出现病例的场馆须立即暂停开放、封闭管理并开展全员核酸检测等处置措施。

三、文化活动管控要求

（一）继续采取分时段实名预约进方式开展服务，按照国家、省、市关于新冠肺炎疫情常态化防控工作的最新要求，科学评估场地内可容纳的最大人流量，实施适度有序开放，最大限度降低病毒传播风险。

（二）做好参加活动人员的身份登记和验证工作。落实疫情追溯要求服务对象在各活动场所入口经验证预约号及“健康码”（包括查验行程轨迹）后方可进入活动场内。没有预约及验证“健康码”，不得进入。

（三）做好参加活动人员体温检测工作。落实对服务对象的体温检测等措施，要求参加活动人员全程佩戴口罩。对体温异常(体温超过℃)或有明显呼吸道症状的，应拒绝其进入活动场所，按防控指引进行处置。

（四）严格控制室内外活动的参加人数。活动人数超50人的，要制定并报备疫情防控方案。讲座、展览及封闭空间等的服务及活动应当严格控制参加人数承载量75％的规定，科学疏导人流，减少人员聚集。大型群众性活动的参加人员原则上控制在举办场所最大容纳人数的50%以内，引导人员有序进出。

（五）鼓励和推广线上公共文化服务和线上文化活动。公共图书馆、文化馆和博物馆等应通过各馆的数字化*台开展提供线上公共文化服务。

四、应急处置要求

(一)建立健全沟通机制

各文化场馆应当建立疫情应急沟通机制，了解卫生健康行政部门、疾控机构、就近定点医疗机构、社区卫生服务中心等联系方式，并确保全体员工知晓；畅通疫情上报通道，发现疫情应当及时向属地卫生健康行政部门、文化和旅*政部门报告。

(二)做好发现疫情时的应对处置

在文化场馆中如出现疑似疫情，应当立即启动应急预案做好现场管理，避免恐慌，在卫生健康部门指导下科学划定防控区域范围至最小单位，果断采取现场封锁、人员隔离等措施，同时配合卫生健康部门做好流行病学调査、清洁消毒等后续工作并暂时关闭场所。

五、实施属地管理

全市各文化场馆、镇（街）文化站及村（居）综合性文化服务中心、对外开放的不可移动文物保护单位疫情防控实行属地管理。各县（市）区协助市，各镇（街）协助县（市）区文广旅体局严格落实行业监管责任，主动公布联系方式、承担属地公共文化场馆疫情防控相关行业管理事宜；要认真组织检查，及时发现问题，切实督促整改，并建立好工作台帐。
