几年前，财务公开对于桐树村人来说，还是件新鲜事，而如今已经成为一种“规矩”和“习惯”，成为一种固定的制度。原来桐树村的财务公开只是村一级的公开，而现在桐树村既有村级公开，又有组级公开;既有财务公开，又有其他各项事项公开。刚开始实行财务公开时，村组干部有畏惧、有点犹豫和顾虑，总认为公开后，会给工作带来负面影响。如今桐树人都认为财务公开是件好事，是件大事，必须持之以恒，坚持不懈。在统一村组干部的思想认识上，村支两委一班人一方面“走下去”，进组入户搞调研，印发意见征询表，征求全村村民对实行村组财务公开工作的意见和建议，另一方面“请进来”，召开村民代表、老干部代表、党员代表和群众代表座谈会，面对面地座谈和商议。同时，先后多次组织村组干部和党员到乡外学习，到镇里培训，到兄弟村取经。通过开展调查研究和组织参观学习，村组干部的思想统一了，大家都认为实行财务公开不仅是村级民主政治建设的重要内涵，是改善党群干群关系的重要途径，而且是社会主义新农村建设的重要内容。

为确保财务公开工作正常有序开展，村里成立了民主管理和村务公开领导小组，下设村民主代表议事会和村务监事会，各村民小组也成立了组务监事会。村务公开领导小组和监事会专门负责村组两级村务与组务公开工作，其工效与工资奖金挂钩，与评先评优挂钩。同时，建立和完善了三项村务公开制度：一是村民代表议事会制度。经过村民民主推荐和选举，全村共产生了50名村民代表，组成了相对村村民代表议事会。议事会定期召开会议，专题讨论和研究村民关心和关注的大事;未经村民代表议事会讨论通过的决议和决策坚决不予实施。二是村务报告制度。村委会每半年召开一次村组干部、全体党员和村民代表参加的大会，村委会成员都要在这样的大会上报告各自的工作情况，接受与会人员的评议。同时，村务公开领导小组向大会报告村务实施情况和村务公开过程中群众反映的意见及整改情况。三是村务监督审查制度。村务公开监事会和组务监事会每年两次分别对村务工作和组务工作进行审查，并将审查结果张榜公布，或以书面形式向村民公布，接受全村村民的监督。

这些年来，桐树村的村务组务公开工作之所以能经常有序地开展，并得到全村村民的支持和拥护，关键在于做到公开的时间、公开的内容和公开的程序“三到位”。在公开时间上，桐树村做到了一年公开两次，即每年的6月份和12月份，重大事项做到了一事一公开。在公开的内容上，包括民政、计生、国土和招投标等项目等，资金的收费和安排，共计4大类58项。4大类即财务类、事务类、政务类和沟通桥类;58项即财务类37项、事务类62项、政务类14项、沟通桥类1项。对群众最关心和最关注的村组财务、计划生育及专项建设工程项目做到了专项专栏公开。在公开程序上，做到了事前集思广益、事中合理监督、事后审查公布，并及时收集反馈信息，发现问题及时整改，并且将整改落实情况予以公布。

桐树村实行以财务公开为主要内容的村务组务公开后，群众的疑虑消除了，人心也齐了，发展区域经济和投身公益事业建设的劲头也足了。这些年，村里共引进牲猪养殖、麻鸭饲养、沼气应用、农副产品加工等致富项目20多个，加快了经济结构的调整步伐，提升了村级经济运行质量和效益。20xx年全村工农业总产值达到了1150万元，比1997年净增6580万元;农民人均可支配性收入达到5942元，比1997年净增4200元。这两年，村里通过村民代表大会决议，硬化水泥路5公里，防渗渠道20xx米，改造村完小、新建村部综合楼，所投资金万元，均由村里承担，老百姓不负担分文。实行财务公开以来，村里未出现一起重大刑事案件，未发生一件民转刑案件，也未出现一起群体上访事件，社会秩序稳定，百姓安居乐业，到处都呈现一派安定、祥和、文明的新气象。

（1）以领导机关、群众团体的名义，在重大事件、纪念活动、传统节日里给有关单位、集体发出的书信。这种信有问候、表扬、鼓励的效果，如“五四”青年节给青年的公开信等。这类信的格式与普通书信格式基本相同。出于公开信的对象不只一两个人，而是一个团体、一类人，其内容与写法有很大的不同。

①标题。

②称谓。针对发信的对象多寡和发信方式的不同，有的写集体的称呼，有的'写个人姓名。在称呼之前，根据不同对象的身份特点，例如：“尊敬的”、“敬爱的”等字样，写在第一行，顶格，称呼后加冒号。

③正文。另起一行，空两格开始，内容可分若干段落：一是写关怀、问候、祝愿的话，给人以亲切，温暖的感觉；二是热情赞颂收信人的品德、成绩、贡献及其影响，并让收信者深切地感受到发信者对他们的关怀；三是根据收信对象的共同持征，提出要求、希望，鼓励他们继续沿着正确的方向前进；四是以饱满、热烈的感情发出号召。

④结尾。一般写上表示祝愿的话，如要只要一行，顶格写。署名另起一行，在右下方写发信单位或个人姓名。署名下边写年、月、日。

（2）领导机关、群众团体或个人针对某一个问题给有关对象发的公开信。这类信的写作结构如下：

①标题。和前一类相仿。

②开头。收信人的称呼，多是用“同志们”、“朋友们”，有的是直接写姓名或职称。顶格书写，后加冒号。

③正文。另起一行，空两格。其内容通常包括：问题的背景、原因；事件的经过、结果；表明自己对人物或事件的态度，或者赞扬，或者批评，或者提出某种主张、建议。

④结尾。写上表示祝愿的话，如“此致敬礼”、“妥否请参考”“祝进步”等。署名另起一行，在右下方写发信单位或个人姓名，下边写年、月、日。

如果登在报纸上，为了引起有关读者的注意，可根据信的中心内容概括一个准确、醒目的标题，标题前边可冠以署名，标题后边加“一封信”的字样，标题也可不署名，如《给***的一封信》，这就要在末尾署名。

注意事项

写好公开信，有如下几个问题须注意：一是考虑需要与可能，的确有写公开信的必要，确有实现公开信所说的目标的可能；二是既要诚心诚意地将发表公开信的理由告诉读者，又要向读者灌输公开信的基本思想，切忌夸大其辞；三是把握好发表公开信的最佳角度及最佳时间，使公开信取得很好的社会效果。
