今年，二十国集团领导人峰会将于9月4、5日在杭州举行。为了办好此次峰会，杭州从去年开始，推进了包括场馆建设、环境整治、安全保卫等各项筹备工作。当地民众对G20在杭州的举办也充满期待：“上有天堂下有苏杭，这次G20峰会，把我们美丽的杭州推介给世界，（希望）能带来更多的人到杭州来旅游，希望我们的国家能越来越富强，杭州能越来越美丽。”

西湖是杭州最负盛名的一张“名片”，为了迎接峰会，景区开展了西湖夜景灯光提升工程，目前工程已全部完工。据杭州西湖风景名胜区管委会主任刘颖介绍，这次西湖夜景灯光提升工程，主要通过“光绘”照明的手法，将西湖湖面以及西湖周边10个重点景区的轮廓、块状、景致，立体呈现出来。

为了增加西湖夜景的观赏层次，工程首次在西湖南部群山，安装了可调控的灯光智慧控制系统。“亮灯工程很好的与西湖的自然山水的特色、水墨江南的韵味有机的结合起来。第二，夜景灯光不再是常规意义上的仅仅是亮起来，亮之中还是有动的，亮之中能体现历史文化的独特韵味。”

环境建设

中方高度重视峰会筹备工作，专门成立了峰会筹备委员会，统筹协调各项筹备工作。在相关部门和省市共同努力下，目前筹备工作正全面有序推进。不久前杭州峰会第一次协调人会议和财金副手会成功举行，就全年工作整体框架、优先方向、重点领域以及路线图达成基本共识，取得重要成果。杭州峰会主要活动安排、场地准备、会务组织、安全保障等方案都在落实，整体进展顺利。G20成员、嘉宾国和相关国际组织等各方都对中方筹备工作给予充分肯定。我们对办好杭州峰会充满信心。

为保障和服务G20峰会，杭州市重点实施了市政交通、城市道路、城市门户、环境秩序等6大类605个环境整治提升项目，目前已完工323个。全力推进264个城市道路整治与街容美化项目和33个入城口综合整治项目，打造焕然一新的城市门户和街容道路环境。杭州市市长张鸿铭说，6月底各项城市建设将基本就绪，城市面貌将得到大幅提升。

在城市环境整治过程中，杭州还注重保护和挖掘历史文化遗存，复原白墙黑瓦、乌漆大门等元素，再现思鑫坊、馒头山等老旧街区的历史底蕴；同时，启动全城亮化提升工作，西湖、运河、钱塘江三大核心景区亮灯提升后，分别展现出水墨西湖画卷、璀璨运河文化、现代钱江气质，力争使杭州呈现出“历史和现实交汇的独特韵味”。

据了解，目前G20峰会主会场、中外方领导人驻地以及各相关活动场地的改造提升工程已经基本完成。环境提升建设项目大部分已接近尾声。

G20蓝可以期待

现在中国开国际会议，领导人考虑的第一个条件，估计都不是接待条件了，而是空气。习总就感慨说，北京APEC期间，他每天第一件事就是看看空气指数。

在空气方面，杭州比北京强一些，但平时雾霾也不少。日出江花红胜火，春来江水绿如蓝。古人的赞美，现代人估计只能羡慕，因为杭州现在也看不到这种场景。G20蓝，杭州也有期盼！

大气污染防治措施：

今年元旦起，西湖景区实施机动车“环保行动”，全年双休日和节假日实行单双号限行，北山街、杨公堤、南山路禁止高排放车辆通行，形成公交车、出租车、公共自行车、水上巴士、电瓶车“五位一体”的低碳交通方式，并倡导“停车3分钟以上熄火”；

10月1日起，杭州高污染机动车辆在全市域内所有道路全天禁行。

截至8月底，共淘汰黄标车4万多辆，新增288套高污染车辆电子抓拍设备

场馆建设

杭州以办好G20峰会作为工作的圆心，按照“最高标准、最快速度、最实作风、最佳效果”的要求，扎扎实实开展各项筹备活动。在场馆建设方面，正确处理标准要高与节约办会的关系，目前已基本完成G20峰会主会场、B20峰会主会场、中外方领导人驻地以及相关活动场地的改造提升，力求展现中国特点、中国风格、中国气派，而且这些场馆都是在原有基础上进行修缮提升，没有一个是新建的；在维稳安保方面，全面开展矛盾排查、纠纷化解、生产安全、公共安全整治等10项专项行动，同时坚持群防群治，组建了数十万群众参加的平安巡防队伍；在会务服务方面，坚持务实高效、周到细致。

G20峰会属于非正式论坛，目的是为推动发达国家和新兴市场国家之间就实质性问题进行开放及有建设性的讨论和研究，以寻求合作并促进国际金融稳定和经济的持续增长。目前成员包括美国、德国、俄罗斯、巴西、中国等20个国家。这些国家GDP占全球经济的90%，贸易额占全球的80%。

今年以来，杭州以“峰会保障”为圆心，开展交通治堵工作。_门对108个市政交通基础设施开展建设整治，33个入城口进行整治提升，续建地铁2、4、5、6号线，新增了过街设施58处。

走进整治后的三墩站，整齐的标牌、清晰的标线让人一目了然，来往车辆通行效率明显提高。现在，杭州龙坞入城口综合整治工程、石祥快速路提升工程等项目大多接近尾声，有的已经完工。

G20峰会期间杭州交通实行“三限”

在G20峰会短暂的2-3天时间内，各种活动加起来将会超过一百场。而且，峰会开始后，各国宾客的驻地、会场、活动现场都会比较分散，且不少多边外交活动有不确定性，所以公安_门届时将在交通组织上考虑采取一些必要的措施。

g20峰会期间的“三限”问题，第一限是限时，在峰会活动的相关时间内，要采取交通管制的措施；第二限是限量，在峰会期间，公安交警部门会对交通流量采取一定的限制措施，比方说，没有特别需要的情况，会限制外地车牌的机动车进入杭州的限行区域，而对于本地牌号的小型机动车，也会有相对应的限制措施。第三个是限行，限行的区域会在哪里？洪巨平透露，目前打算实施限行的区域是环城北路、天目山路以南、钱江新城以西。

根据前十届G20峰会的经验来看，100%的主办国所在城市都实行了这“三限”，这也可以说是一个国际惯例。但是，政府部门也考虑到，“三限”会给市民的出行造成一定的影响，所以，在保证G20交通组织平稳运行的同时，也会保障广大市民的出行便利，让市民走得顺、走得畅，“公安交警部门会提前组织交通运行的方案，并提前一周以上发布交通三限措施，希望得到市民们的广泛支持。”

2016杭州g20峰会交通建设

机场公路：明年4月一路高速直达机场

杭州萧山机场公路自5月起实施改建，公路全线施工计划三年内完成。改建后，将很大程度缓解钱江三桥以南，尤其是原本下三桥去机场到滨江转盘处的拥堵问题，同时往返机场也将更加便捷。

作为展示美丽浙江、美丽杭州形象的“省门第一路”，机场公路改建工程采用高速公路与地面城市道路相结合的建设方案，全长约公里，目前工程正在抓紧建设中，其中西兴互通高架部分已基本完工，并于9月底实现风情大道、江南大道匝道通车；萧山段高架、地面部分分别完成工程量80%、41%，力争年底前高架主线贯通。预计最快明年4月份，从杭州主城区走机场公路，可一路高速直达机场。

城市门户：33个整治项目明年4月底前完工

入城口是城市的一张名片。目前，杭州的33个入城口综合整治项目已全面开工，计划明年4月底前完工。

整治范围主要为之浦路麦岭沙立交至四号浦段，包含杭州南收费站，全长约公里。整治内容是对道路两侧各30至50米宽新建绿化，辅以围挡、亮灯、景观造型和标识系统完善提升，打造以常绿植被为主干、繁花缤纷的开花色叶为特点的花之长廊。

安保措施

统一指挥，多部门联动，确保峰会安全

5月27日上午，在G20杭州峰会倒计时100天之际，浙江全省公安机关武警部队决战100天G20峰会安保工作誓师大会在在杭州警官学院隆重举行。

为了确保峰会绝对安全，杭州对治安、交通、消防等领域隐患排查和专项治理已进行多时。

声光防爆盾、远距离电击器、脉冲约束器……为提高峰会安保质量，边检站结合新形势迅速补充新型安保装备。走进边检站一瞧，集指纹识别、电子芯片读取、人像自动采集、快速扫描录入、多光源查〔〕验等功能于一体的智能验证台已投入使用，成为峰会安全的又一道“铁闸”。

_门是安全保卫的主力军。自4月8日起，杭州市公安局决定，市、区两级治安防控机动队将陆续参与部分交通管理。作为杭州市公安机关的一支机动性强、灵敏度高、专业过硬、反应快速的治安防控机动队伍，机动队此次也将参与部分交通管理，这将有效整合警务资源，保障峰会安全。

其他部门也动了起来。浙江省国土资源厅印发了《平安护航G20浙江省地质灾害点、废弃矿山安全专项整治行动方案》的通知。凡是地质灾害点、废弃矿山的安全隐患，都成为排查重点。5月11日，内河水网地区G20杭州国际峰会水上交通安全保障工作会议在杭州召开。

第十一次G20峰会将于20XX年9月4日—5日在中国杭州举行，这对于杭州来说无疑是一场面向世界的盛会，为了让杭州居民更了解峰会，知道峰会能给他们带来什么，浙江工商大学统计与数学学院团委学生会“梦想花开”暑期社会实践团队学生科技中心小分队的队员们通过前期的策划，经过商量后决定走访杭州的社区，走近居民，向他们普及相关知识。活动已经完美结束，现在想就整个实践活动谈谈我们的心得体会。

首先，考虑到天气因素，我们的社区宣传活动在7月4日—6日三天内进行。这三天的天气可谓是酷暑难耐，但这丝毫没有影响队员们的坚持，都很认真地完成了宣传活动。

在前期的讨论过程中，由于考虑到社区宣传的规模以及便利等程度，我们最终将宣传的目标定为高沙社区、高教社区、月雅苑社区以及美达社区。并且队员们提前去到社区的居委会，联系好社区负责人并向他们说明我们本次实践活动内容，社区的负责人都对我们的宣传活动表示支持。

本次社区宣传的宣传海报由队员胡同学亲自操笔，对于平时就热爱画画的他来说，三张海报根本不在话下。图画素材中胡同学结合了杭州的地方特色，三张海报将杭州特色和与G20相关的问题巧妙结合在一起，可见他对这次宣传活动的用心与认真。

宣传单的设计我们是简单地介绍了G20峰会的国家还有本次在杭州召开的时间，最主要的一块还是向居民介绍G20峰会召开给他们带来的益处，比如杭州的环境改善、放假时间多一周、部分旅游景点将免费……此外，我们还准备了给居民的小礼品，感谢他们对宣传活动的支持。

宣传活动正式开始。刚进行宣传的时候，大家都有点羞涩。这时候胡同学走进几位带着孩子在闲聊的居民，在向他们问及关于G20召开的时间时，他们打趣地说道知道是在暑假过后，但是具体的时间还真不清楚，胡同学就坐在他们身边，亲切、耐心地向他们解答一个又一个的问题，大家都聊得非常融洽。

胡同学给我们的宣传起了一个好头，在他的带动下，大家的热情也越来越高涨，我们的宣传开始变得越来越顺利。虽然被拒绝过，但这也没有打击我们，大家都尽自己的全力，因每一个停下脚步倾听的人感到兴奋，因每一个耐心回答问题并听讲解的人感到开心。

为期三天的社区宣传顺利结束。我们向居民宣传G20峰会的相关知识，让他们更加了解G20峰会及相关事项，虽然有些人对它并不了解，但是当他们听到这次峰会给自己带来益处时，脸上都露出了开心的微笑，看到他们愉悦的表情，这几天在酷暑下流过的汗，我们也觉得很值得，这便是我们选择宣传的初心！

G20杭州峰会势必将成为G20新的发展篇章，载入人类史册。

创新可开源激发全球增长活力

“创新是引领发展的第一动力。”当前，世界经济在深度调整中曲折复苏，新旧动力转换“青黄不接”的关键期，如何有效促进创新并把握机遇?G20杭州峰会首次将“创新增长方式”列为核心议题，并核准《二十国集团创新增长蓝图》。

挖掘增长新动力。作为《二十国集团领导人杭州峰会公报》(以下简称《公报》)重要成果之一，二十国集团共同制定了20xx年创新行动计划，承诺采取促进创新的战略和政策。这对增强世界经济中长期增长潜力意义重大。如今，科技创新已成新一轮经济增长动力来源，世界要想彻底走出经济发展困境，就必须在“创新”上下足功夫。

以新工业革命为先导。二十国集团共同制定了新工业革命行动计划。当前，信息技术、生物技术、新能源技术、新材料技术等交叉融合正在引发新一轮科技革命和产业变革，给人类社会发展带来新的机遇。特别是一些发展中国家，有可能通过掌握跨越式技术而从实现赶超，促进世界公平共享经济发展成果。

以数字经济为平台。二十国集团共同推出数字经济发展与合作倡议，着眼于为发展数字经济和应对数字鸿沟创造更有利条件。当前，以互联网与产业融合创新为特征的数字经济，正在引领经济结构调整和产业转型升级。推动数字经济创新成为很多国家谋求经济长期复苏、巩固产业竞争优势的一剂良方。数字经济创新将在开放、安全的发展环境下迸发强劲生机，为全球经济注入新动力。

重视结构性改革关键作用。金融危机八年后，全球经济增长依然低迷，深层“病灶”在于中长期结构性问题。二十国集团将落实“深化结构性改革议程”，核准该议程确定的9个改革优先领域及一系列指导原则，并制定了一套衡量结构性改革进展的指标体系。结构性改革是长期增长的重要动力，特别是在与宏观经济政策一并使用时，能发挥事半功倍的效果。

开放促进步拓展未来增长空间

“一花独放不是春，百花齐放春满园。”实现强劲增长，必须促进包容、强劲和可持续的贸易和投资增长。二十国集团在杭州峰会上核准了全球贸易增长战略和全球投资指导原则，重申反对任何形式的贸易和投资保护主义，正是着眼于为各国发展营造更大市场和空间，重振贸易和投资两大引擎。

推动贸易投资自由化和便利化。二十国集团承诺在20xx年底前批准《贸易便利化协定》，呼吁其他世贸组织成员采取同样行动;承诺确保双边和区域贸易协定对多边贸易体制形成补充;期待二十国集团与与世贸组织在《环境产品协定》上弥合分歧，在广泛范围内削减环境产品关税。全球一体化进程不会停滞，更不会走回头路。构建开放型世界经济，需要共同创造更全面、更深入、更多元的开放格局。各经济体也只有坚持开放发展，才能赢得发展的主动权。

实现贸易投资透明化。《公报》重申，维护以世贸组织为核心、以规则为基础、透明、非歧视、开放和包容的多边贸易体制;将减少及不采取新的贸易保护主义措施的承诺延长至20xx年底并重申决心实现这一承诺，以释放全球经贸合作潜力，扭转全球贸易增长下滑趋势。这意味着未来必将加强营建开放、透明和可预见的投资政策环境，也意味着贸易保护的减少、关税壁垒的降低。“轻关易道，通商宽农”是建设开放型世界经济的应有之义。当前，世界经济增长依然乏力，共同构建一个更加开放、公平的国际贸易市场，才能把贸易带来的好处，更为公平地分配到多数国家，共享全球红利。

联动聚合力打造命运共同体

“枝枝叶叶，独处难活。”经济全球化时代，各国发展环环相扣，一荣俱荣，一损俱损，唯有联动，才能共赢。这一迫切需求在杭州峰会上得到了充分回应。从加强各经济体间的政策规则联动到夯实基础设施联动，再到增进利益共赢联动，一系列丰硕成果正折射着共建全球命运共同体意识的觉醒。

加强政策规则的联动。二十国集团提出实现经济增长，必须加强政策设计和协调，同时建设更高效的全球经济金融治理。诸如，将各自以及共同使用所有政策工具，包括货币、财政和结构性改革政策;重申汇率的过度波动和无序调整会影响经济金融稳定，有关部门将就外汇市场密切讨论沟通。诸如，核准了国际金融架构的改革议程，加强全球金融安全网，继续推动国际金融机构份额和治理结构改革，支持正在进行的在扩大特别提款权使用方面的研究……全球经济和金融市场紧密联动，当前各国在宏观经济政策协调领域的矛盾逐渐浮出水面。人们期盼，通过联动与协调，全面提升全球经济金融治理结构的平衡性、机制的可靠性、行动的有效性，合力促进全球经济增长、提高世界经济的抗风险能力。

夯实基础设施的联动。基础设施互联互通是实现可持续发展和共同繁荣的关键。二十国集团核准今年启动的“全球基础设施互联互通联盟倡议”及《二十国集团/经合组织关于基础设施和中小企业融资工具多元化政策指南文件》。基础设施建设向来是G20峰会关注的重点，也是各方愿望清单中争议最少的议题之一。在全球，基础设施的严重不足不仅制约着众多发展中国家经济发展，即便是发达国家，基础设施也存在优化升级的需求。互联互通的基础设施建设，不但能提升生产力，促进经济增长，也能产生正面联动效应，在改善市场准入、创造就业和带动制造业增长等方面发挥效力。

增进利益共赢的联动。《公报》表示支持采取有关政策，确保企业都能从全球价值链中受益，并鼓励发展中国家，特别是低收入国家在更高水平、更多附加值上参与全球价值链并向高端移动。全球价值链时代，任何一个国家、企业都不可能活在封闭状态。杭州峰会的一系列相关共识，就是旨在打破藩篱，扩大各方参与，让处于不同位置的国家、企业、人群都能发挥自身的优势，与全球增长形成联动效应，实现全球经济资源的优化配置，打造全球增长共赢链。

包容方共赢共享世界发展成果

“海纳百川，有容乃大。”二十国集团不仅属于二十个成员，也属于全世界;二十国集团关注的不仅是自身福祉，更是全人类的共同发展。据统计，世界基尼系数已达到左右，超过公认的“危险线”。同时，全球产业结构调整也给不同产业和群体带来冲击，增加了全球经济发展的不平衡性。

G20杭州峰会首次提出“包容”，强调实现强劲、可持续、平衡增长，必须坚持包容性增长，承诺将确保经济增长的益处惠及所有人，最大程度释放发展中国家和低收入国家的增长潜力。

落实2030年可持续发展议程。二十国集团核准落实2030年可持续发展议程行动计划，努力消除贫困，构建包容和可持续的未来。国际社会高度评价这一创举，称赞G20杭州峰会为全球可持续发展树立了典范。

缩小发展鸿沟，减少不平等不平衡现象。G20杭州峰会发起《二十国集团支持非洲和最不发达国家工业化倡议》。实现工业化对于非洲等地区格外重要。据统计，目前仍有超过2/3的非洲国家外贸主要依靠一两种农矿初级产品。通过能力建设、投资增长和基础设施建设以及贸易等合作方式，而非援助的方式帮助这些国家减少贫困，将有效增加后者的造血功能。得益于工业化，这些不发达国家也将更早地融入全球价值链之中，获取更加广阔的产业延伸与利润增长空间，公平享有世界经济增长带来的利益，实现可持续发展。不让任何国家、任何人掉队，这种包容发展、普惠共享的精神，将为全人类共同发展贡献力量。

擘画经济增长新蓝图，在徐徐展开的全球经济治理图景里，“杭州共识”必将留下深深的中国印记。
