用新的改革理念承办冬奥会

2014年12月，国际奥委会在摩纳哥全会上通过了《奥林匹克2020议程》的40条改革方案，其要义是提倡节俭申办奥运，改进奥运会申办流程，让申办城市提出一个能兼顾体育、经济、社会及环境等长远规划的申办计划。

北京的《申办报告》贯彻了国际奥委会的改革理念，明确体现了“坚持以运动员为中心、坚持可持续发展、坚持节俭办赛”的三大理念。北京市市长、北京冬奥申委主席王安顺说：“这与国际奥委会的改革方向完全契合、高度一致。”

在《申办报告》中，北京郑重承诺：

随着北京申办冬奥会的升温，各项冬季运动在北京、张家口等地的普及与推广力度也越来越强，喜欢冬季运动的人越来越多。

去年年底，国家体育场鸟巢举办完高水平“沸雪”赛事后，又举办了国际雪联自由式滑雪空中技巧世界杯赛;吸引了近百支队伍参加的北京青少年冰球联赛进行得如火如荼。在冬奥会规划举办大部分雪上项目的崇礼，2014年雪季刚一拉开序幕，就吸引了数百名日本和韩国滑雪队的专业运动员前来训练，这些队员近年来年年都要到这儿开始他们整个赛季前的训练。据崇礼县县长白银海介绍，截至2015年1月3日，全县滑雪总人数万人次、收入亿元，同比增长、;全县游客接待总人数为万人次、收入亿元，同比增长、。
