(一)中央投资流动到哪里，监督检查就跟进到哪里

为应对国际金融危机的冲击，中央制定出台了一系列措施。自去年下半年开始实施的中央投资计划，现在第三、第四批的资金已基本下达到地方，陆续开始实施。在中央投资的运行过程中，xxx一改过去只对结果进行监督的做法。人们注意到，xxx会同发展改革、财政、审计等部门对投资实施全程、动态监督，几千亿元的资金，从投资计划开始到下达运行的全过程，监督检查及时跟进、无处不在。

回顾这项工作，让马馼感到欣慰的是，这种监督方式对于促进各地区各部门加快工作进度，加强对投资项目和资金使用情况的监管，保证中央政令畅通发挥了重要作用。

马馼介绍说，xxx会同有关部门，主要做了5个方面的工作。一是在各地区各部门建立健全监督检查工作体系，把工作责任层层落实到有关部门、单位和个人。二是迅速制定出台加强对新增中央投资项目监管的制度规定和纪律要求。三是牵头组建24个中央检查组，对31个省区市和新疆生产建设兵团进行了两轮检查，及时发现和纠正问题。四是及时向社会通报新增中央投资安排、项目实施和监督检查工作情况，回应社会关切。五是严肃纪律，查办一批违纪违法案件。截至今年上半年，监察机关共查办违纪违法案件45件，给予36人党纪政纪处分，对47人进行了组织处理，其中县处级以上干部11人。

马馼说，动态监督能够推动中央重大决策部署得到迅速贯彻落实;能够及时发现和纠正一些苗头性、倾向性的问题。她表示，“今年秋天，我们还将组织中央检查组开展第三轮监督检查工作。”

(二)以查办案件的实际成果，取信于民

在马馼眼里，行政监察工作就像政府系统的“杀毒软件”。一方面，要建立“防火墙”，防止病毒感染和扩散;另一方面，要启动 “杀毒程序”，找到被病毒感染的个体，对不能“修复”的要坚决清除，维护系统安全健康运转。

从事纪检监察工作18年的马馼清醒地认识到，由于我国社会主义市场经济体制初步建立，一些领域体制机制还不完善，政府系统客观上存在一些可让“病毒”传播的漏洞。

马馼说，当前违纪违法案件出现了许多新情况新特点，违纪违法行为的类型、性质以及涉案人员和作案手段等都发生了明显的变化：一是窝案、串案、案中案明显增多，利用职权为特定关系人谋取非法利益问题增多，商业贿赂案件增多;二是重大安全责任事故背后往往隐藏着腐败问题，侵犯群众土地、环境权益等损害群众利益问题比较突出;三是涉案人员作案手段更加隐蔽。

针对这些问题，马馼强调，xxx要把查办案件工作放在反腐倡廉更加重要的位置，加大查办案件工作的力度。

人们还记得，近年来，xxx查处了郑筱萸、王益、李培英等一批领导干部严重违纪违法的大案要案。“2003年至2008年，xxx共给予政纪处分万人。” 亲切随和、待人诚恳的马馼在对待腐败分子上可谓铁面无私。 2007年9月，国家预防腐败局挂牌成立，马馼任局长。这是深入推进预防腐败工作采取的一项重大举措，是我国反腐倡廉建设向纵深发展的必然要求。

今年，xxx组织协调xxx各部门梳理和调整机构改革中涉及的行政审批事项近90项，清理和审核现有行政审批事项近2000项，为进一步减少审批事项打下了好基础。

2008年5月，四川汶川发生特大地震。

xxx必须及时对抗震救灾资金物资的使用情况进行监督检查。由于涉及面广、金额巨大、项目众多，这是马馼上任以来的一个重大挑战，她先后四次深入地震灾区和工程建设一线开展检查调研。

谈到国家xxx的一个数据，马馼很高兴：2008年群众对反腐败工作成效的满意度达到，比2003年提高了个百分点。“我们还要继续努力，让群众的满意度再高些。”她强调。
