一、搞好上级政策精神与下级实情的结合

一个地方、部门和单位在制定政策时都必须体现承上启下。“承上”就是要将上级的目标规划、决策部署具体化，“启下”就是要将基层的发展要求、实践经验概括化。起草综合性文稿，就是要把“上情”和“下情”结合好，既学习好上级指示精神，又要结合本地、本部门、本单位工作实际抓好工作落实，突出地方特色。上级提出的重大战略思想、总体要求以及本地提出的目标、任务，都会成为综合文稿的核心要求，但如果撰稿人不加思考，原文转述、照搬照抄，往往难以指导本地、本部门和基层开展工作。如国家要求实施投资、消费、出口三项政策联动，但对于出口拉动相对较弱的地区，消费拉动无从着手，只有改善投资结构、确保合理投资快速增长，才是加快经济社会发展的现实有效途径。因此，在起草文稿的过程中，就要求撰稿人员要跳出人云亦云的圈子，一方面要坚决落实上级的刚性要求，另一方面要尽量减少大而化之的内容复述，强调通过深入调查研究，制定符合本地经济发展的思路，在具体化、项目化、特色化上下功夫。

二、搞好文稿创新与保持工作连续性的结合

一是用高标准引领文稿创新。为使综合文稿篇篇有新意，撰稿人要及时了解上级的最新部署要求，领会领导的工作意图，把握外界的发展形势，及时做好搜集、整理、细化工作，运用新语言，创造新结构，体现新观点。二是用系统论指导创新。着力推进渐进式创新，将一个年度或一个发展周期内的综合文稿作为一个系统整体，每次写作时有的放矢地突出某个方面的创新重点。以经济工作和项目建设为例，一年之内要召开多次推进会议，或部署、或交流、或督查、或点评，那么文稿强调的重点就要不断调整、不断出新。三是凭过硬的素质保证创新。为提升撰稿人员的综合写作技能，撰稿人员要在学习、调研、交流、研讨上下功夫，注重对上级的思想和外地优秀文稿的研究、分析，对好的结构和语言及时收集记录。同时，注重处理好创新与保持工作连续性的关系，在综合文稿中要始终突出科学发展观，对以工强市、项目建设、环境保护、新农村建设、城市化等重点工作，浓墨重彩、不厌其烦地反复要求。但每一次要求，都因时因势而宜，选择不同角度，调整笔墨轻重，使得综合文稿之间既有机衔接，又不断创新，从而更好地指导面上的工作。

三、搞好领导要求和提高升华的结合

综合文稿尤其是领导讲话稿的定位是为领导的工作和决策服务，在撰写过程中必须充分体现领导的意图和要求，做到与领导思维同步、思路同轨。这就要求撰稿人员在拟制文稿的过程中，要始终把领导的要求作为核心和灵魂，既要在起草之前向领导当面询问，真正吃准领导的意图、观点和思路，又要做有心人，在领导讲话、调研等各种公务活动过程中，注意留心、搜集、整理，尽可能切准领导的思想脉搏。同时，撰稿人员要努力当好参谋助手，善于“关起门来当领导”，搞好文稿的提高升华，对领导的要求进行归纳、整理、提炼，并加以适当的丰富和发挥，以形成内容充实、形式完整的文章，从而更好地体现领导的讲话意图，更好地发挥以文辅政的职责。为找准这个结合点，撰稿人员须在前、中、后三个环节上下功夫。所谓前，就是在领导决策和部署之前，就开展调查研究、听取意见、收集情况等工作，积累第一手资料；所谓中，就是多参加领导的各种活动，并做好记录，及时归纳总结；所谓后，就是在领导决策部署之后，要继续深入了解贯彻落实中的实际情况，进一步完善工作思路。

四、搞好综合文稿和专项工作文稿的结合

综合文稿只是文稿的一个组成部分，在起草过程中要处理好与专项文稿的关系，既要把握全面工作要求，也要突出专项工作个性，使综合文稿源于专项文稿，又高于专项文稿。加强综合文稿的思想性和指导性，从全局高度，对专项工作提出方向性和原则性要求，对重点性、战略性的问题花大篇幅、下大力气来写作，对操作层面的要求留给专项文稿去讲，与专项文稿形成既联成一体、又各有侧重的局面，使综合文稿成为专项文稿的导航仪、风向标，有效地发挥指导工作的作用。

五、要在创新文稿亮点上下功夫

创新出彩，可表现在文章的各个方面，如词句、观点、方法、表述、结构等方面。一篇文章创新出彩、形成亮点之处，可能就一两个警句，几十个字；一部著作，做出贡献、被人称道引用的，可！能就一两个独到的观点。有了它，就能使文章亮起来，让人开卷获益，爱不释手。如《师说》中的“师者，所以传道受业解惑也”；《岳阳楼记》中的“先天下之忧而忧，后天下之乐而乐”；《滕王阁序》中的“老当益壮，宁移白首之心？穷且益坚，不坠青云之志”；《阿房宫赋》中的“秦人不暇自哀，而后人哀之；后人哀之而不鉴之，亦使后人而复哀后人也”等等。现在文章中经常出现的“空谈误国，实干兴邦”、“聚精会神搞建设，一心一意谋发展”、“权为民所用，情为民所系，利为民所谋”、“为官一任，造福一方”、“以人为本，科学发展”、“金奖银奖，不如群众夸奖；金杯银杯，不如群众口碑”、“一个国家、一个民族、一个政党，最大的忧患是没有忧患意识，最大的问题就是对问题缺乏警觉”等等，不但通俗易懂，朗朗上口，而且新颖易记，有非常强的指导意义，这非常值得搞综合文字工作的同志们借鉴学习。

一、思想方面

20__年，本人努力提升思想认识水平，从整个单位和办公室的全局出发，正确认识和摆正自己的位置，对待工作不推诿、不扯皮，积极把份内的事情做好、做细。正是出于那么一种心态，在办公室人少事多的情况下，除做好新闻中心的工作外，在办公室主任的安排下，积极主动参与办公室的其他工作，全年没有请工休假、探亲假，周末和晚上也经常加班加点工作，任劳任怨，不抱怨。

除任劳任怨和不抱怨外，要把工作做好，必须正确对待与同事、领导的关系。“人上一百，形形色色，三六九等”，州法院180余人，每位_的生命历程千差万别乃至大相径庭，即便在办公室几个人中，每个_的思想观念、能力水平、行为方式都不尽相同，因此，在工作中，与同事、领导产生分歧是不可避免的。如果与领导产生分歧，自己先听取领导意见、反思自身、及时改正，如果认为自己的意见正确，则主动向领导说明，争取领导的理解和赞同，最后则优先执行领导意见。如果与同事产生分歧，最重要的就是交流、沟通，然后加以取舍，我相信，天下没有沟通不了的事情，即便沟通不了，那也是暂时的。

同时，正确对待领导和同事的批评。不把领导和同事的批评当作他们对自己有意见，相反，那是领导和同事对自己的关心、爱护，还应该感谢他们呢;遇到恶意的批评时，如果不是原则性的问题，也应该以与人为善的心态看待问题，把他们的批评作为鞭策，作为自己更加进步的动力。

总之，通过一年来的工作，自身的思想认识上了一个台阶，思想境界得到了提升甚至升华，看待事物的眼光更加积极和深刻。

二、学习方面

要做好工作，必须与时俱进;要与时俱进，必须不断学习。当今是知识经济时代，知识的更新日新时异，如果不及时加强学习，随时便会落后于时代的潮流。20__年，在繁忙的工作之余，本人加强学习，学习能力和知识水平得到一定程度的提高。

一是加强政治理论学习。通过认真研读《求是》等党的理论刊物，继续深入学习马克思政治理论;加强社会主义法治理念的学习提升，努力从思想根源上解决对社会主义法治的认识问题;认真学__届四中、五中全会精神和省、州党代会精神、全国政法工作会议精神，特别是认真学习深入推进社会矛盾化解、社会管理创新、公正廉洁执法“三项重点工作”有关理论，把优秀的政治理论运用到具体工作中，既提升自身政治理论水平，又推进工作。

二是加强法律业务学习。及时学习新出台的法律法规和司法解释，特别是认真学习了《侵权责任法》等事关民生大计的法律;参加了省高院组织的预备法官学习、考核，1—5级法官培训;在工作中遇到法律问题，积极向老法官请教、探讨，提升法律素养;撰写案例分析1篇。

三是加强新闻业务学习。在办公室从事新闻信息工作，除加强政治理论和法律业务学习外，还得加强新闻业务学习。20__年，本人认真研读了《新闻采访学》等新闻教材，阅读了《中国新闻奖获奖作品汇编》、《美国百年好新闻》等书籍，以新闻记者的视觉，认真阅读《xxx》、《南方周末》、《南风窗》、《凤凰周刊》、《法制日报》、《中国青年报》等刊物上的好新闻，思考其写作优劣。

在综合科，有一个总的感觉，就是综合科的工作比较琐碎，要操心的事情很多，没有太多定式可言，更来不得半点失误;凡是说不清该让哪个处室、哪个岗位来做的事情，都应该由综合科来做，分配给综合科的事情，永远不能说不，加班、加点、熬通宵也要把任务完成。本人牢记自己作为综合科普通员工的工作职责，能够对自己严格要求，有比较强的工作责任心和比较好的工作态度，工作勤勉，任劳任怨，干活不偷懒，遇事不推诿，不计较个人得失。遇到工作忙的时候，能主动利用晚上和双休日的时间加班加点完成任务。无故不迟到、不早退。一年过去了，总的来说，我自我感觉是尽心尽力了。
