2010年11月27日，教育部颁发了《中等职业教育改革创新行动计划（2010―2012年》（以下简称《行动计划》），其目的在于“……切实增强中等职业教育大规模培养高素质劳动者和技能型人才的能力，大幅度提升其支撑经济发展方式转变、产业结构调整升级、企业生产技术革新、民生改善以及我国参与国际合作与竞争的能力”。

重庆市目前有中职学校三百多所，中职在校学生三十余万。中职教师的专业水平和教学水平及职业素养直接关系到对中职学生的培养。建设一支既有扎实的语言基础，又有透彻的职业知识并且了解行业需求的适合现代职业教育需求的职教教师队伍是重庆市中等职业教育改革的重要环节。2002年3月中澳（重庆）职教项目正式启动。重庆师范大学职教基地作为项目的师资培训基地，主要任务是立足重庆、面向西部和全国，依托全校资源开展职业学校师资和管理干部的学历教育与短期培养培训，开展职业教育研究。

针对传统培训模式存在的职教特点不突出的问题，作为项目的参加人员，我们对中职英语教师的培训模式进行了探索和改革。创新模式总的指导思想是“以社会、行业、学校的需求作为培训导向，以培养培训学员掌握所需技能为本位，教学管理中以学员为中心，课堂内外的讲授、活动师生互动，监测评估围绕培训目标进行调控，贯穿整个培训过程到结束后的追踪调查”（石美珊，2006：24）。新模式要达到的总体效果目标是“让受训学员转变传统教学观念，知道什么是真正的职业技术教育教学，根据职业教育的特点，改进甚至开发教学方法，在培训中开阔视野，启迪自己对职业教育教学管理的新思路……掌握教育教学技能，了解新知识，回到工作岗位可以直接运用和指导他人”（石美珊，2006：24）。

在五年的中澳职教项目实施过程中，我们共举办了三十余班次的培训，参训的中职英语教师达5000多人次。新模式内容力求充实完整，形式多样灵活。每一次培训的具体内容都有所不同，呈现探索和更新的过程，但重点和核心内容是一致的。

一、立足与行业相结合，培养双师型教师

职教师资培训模式“符合职教特点”的重点就是将中国行业参与与职教培训相结合。《行动计划》分析了目前国内中等职业教育存在的问题，其中有“教师队伍特别是‘双师型’教师数量短缺，结构不合理，整体素质亟待提升；教育与产业、学校与企业、专业设置与职业岗位对接不够紧密，人才培养的市场针对性不强”。中国行业企业是职业教育生存和发展的重要基础，行业性的协调与统筹，保障了职业教育的规范、有序和整体办学实力，以及具有与产业特点相适应的行业性职业教育标准、规范，有利于学校人才培养的针对性，和职业教育“双师”型队伍的建设。

目前重庆市职业学校英语教师最主要的问题是缺乏具体的职场知识和职场经历；此外，大部分职教专业教师缺乏基本的英语语言技能和教学技能。对重庆市几所中职学校的英语教师培训前的调查表明，大部分职教英语教师没有真正接触过企业，对职业要求知之甚少，教学的主要依据就是教科书。职业教育需要大量既懂理论又有实践经验、既会教书又能操作示范的双师人才。

创新培训模式的首要任务就是要转换受训学员的观念，使他们充分意识到职业教育与行业相结合才真正具有生命力。在重庆师范大学职教基地的培训实践中，我们主要采用以下的方式来将行业参与与职教培训相结合的内容贯穿到培训中。

1.举办有关行业知识的讲座及案例讨论。在开学典礼上即对职教教师的素养进行说明，让学员了解中职英语教学的现状和国内外行业对中职教师及毕业生的要求，使受训学员意识到职教英语教材的知识是有限的，中职英语教师除了要有语言的素养，还应当具备一定的行业专业知识和技能。讲座主要内容还包括邀请行业代表作“中国行业与职业教育相结合的重要意义与取得的成果（以具体的行业为例）”的报告；“职业教育课程能力与行业联系”的讲座论述了职业教育与行业参与的具体结合和职业英语能力标准的制定；“培育健康安全和包容险性的学习环境”则强调到企业观摩实习的职场安全问题。

2.邀请行业专家担任培训教师。邀请酒店、旅行社、电子产业等行业有扎实英语基础的专家，针对培训教材的具体内容，向学生讲解行业特点，具体要求，以及社会对行业的需求等内容，并在课堂上对行业的需求和特点通过演示、表演等手段让学生对行业有较深入的了解；或者让英语教师和行业专家或职业教师同堂合作讲学，当然这样做必须以周密的课程环节安排为基础，在帮助学员避免英语语言知识和职业要求脱节的同时，加深学员对语言知识必须与行业知识和要求相结合的意识。

3.让学员深入企业学习。仅仅在课堂上谈行业参与和与行业结合无疑有纸上谈兵之嫌。受训学员要真正到企业去，才能深入了解行业对中职教育的需求及行业规范、操作模式、职业技术等。与传统的课堂培训的模式不同，我们鼓励并为受训学员走出校园，接触企业，了解职业专门知识和要求创造条件。在每一次的培训中，至少应当保证学员有三分之一的时间在企业或校办企业观摩学习。

4.中职学校英语教师和专业教师交叉培训（ESP）。交叉培训的目的是寻求职教专业教师和英语教师的合作，打破传统教学理念，将不同专业教师集中起来交叉培训，使英语专业的教学方法和职业技能相结合，共同探讨职业学校教师跨专业合作发展之路。重庆师大职教基地真正地把所有项目学校和有关职业学校的ESP人员聚集了起来，让学员了解了重庆市ESP教学的现状和ESP的概念，增强了进行ESP教学的意识；行业代表积极参与了英语技能在中国职场环境中的应用需求的研讨会，并与培训学员交流如何开发ESP材料，以及英语教师和专业教师如何合作开发特殊用途英语课程。

二、英语课以传授和探讨职教的教学理念和方法为重

在了解行业需求以适应社会经济发展的同时，中职英语教师的英语知识和中职教学能力的提升也是至关重要的。与单纯的传授英语语言知识不同的是，我们的语言课是与职业要求紧密相连的。在五年的项目实施过程中，参加培训的教师首先保证有过硬的语言基础和丰富的教学经验，在直接参加项目的18名成员中，有教授6人，副教授7人。更重要的是，培训教师均被派送澳大利亚，学习过职教的先进经验。从课程安排上来看，以教学理论，职教教学模式的学习和相互探讨为主。即强调的是专业英语与职业教育相结合的教学方法和教学理念，而不是单纯的语言知识。比如针对中职学生的特点，将英语课堂由以教师为中心转变为以学生为中心，激发职教学生英语学习的动机与兴趣，充分利用电影教学的直观性和趣味性，让学生既学习英语又学习职业知识。同行之间相互交流学习也很重要。到不同职业中学进行观摩活动就是要让学员学习借鉴和思考有关职教的理念和教学方法。培训的最后阶段安排讲课实践，让专门的教师进行指导。

三、建立中国职业教育的职业英语能力标准

中国劳动和社会保障部职业技能鉴定中心制定的《中国职业英语等级标准》对职业英语教学起到直接的指导作用。然而，针对不同的行业和职业，职业英语能力的标准应当有所不同，而且应当更具体，才能适应社会经济发展的需求。培训模式帮助中职英语教师充分了解建立中国职业教育的职业英语能力标准的迫切需要，并为学员提供机会和创造条件，让他们到行业进行了解，与行业专家和英语专家及同行、职业教师共同探讨，参照中国职业英语等级标准，针对具体的职业英语教材和课程，研究并制定出更为翔实、具体的职业英语能力标准。在学员回到工作岗位后，职业英语教学就可以针对社会经济和行业发展的需要有明确的目标和准确的定位，使教育出来的学生既有英语语言知识，又具备行业知识。

四、与国际接轨，向职教发达国家学习

本次参加中澳职教项目也体现了重庆市职业教育与国际接轨，向国外先进职教经验学习。我们在重庆市中职英语教师培训的实施中，注重与澳方专家的交流，在职业教育目标的确定、内容和形式的涉及等方面受到澳方专家的指导，尽量以国际标准作为参照，注重国际职教的发展趋势和发达国家的教育历史、现状和优势的研究；充分利用澳大利亚的优质教育资源，派送培训老师和学院到澳大利亚参加培训，或聘请澳方专家到重庆担任培训工作。

五、取得的效果

1.以需求为导向的观念逐渐被接受。需求，既有宏观意义上的经济、社会发展需求的含义，又有微观意义上的行业、企业的需求，学生就业和进一步发展的需要。重庆师大职教基地的培训充分调查了重庆市各职业学校英语教学现状，对各个学校的培训需求进行了科学的调查分析，对酒店、旅行社等行业的需求作了大量的了解和分析，使得以需求为导向的观念也贯穿于培训中，并被学员接受。

2.以能力为本位的意识得到明显增强。通过培训，学员和教师都清楚地意识到建立中国职业教育的职业英语能力标准的必要性，以及缺乏能力标准对中国职业教育的阻碍作用。本次培训结束之后，中澳职教改革项目英语资源小组的成员相继召开了9次会议，讨论建立中国试点行业职业英语能力标准，体现了对能力标准的重视和以能力为本位的意识得到了普遍增强。

3.以学生为中心的教学理念得到加强。培训模式采用了集思广益、配对、采访、角色扮演、讨论等多种灵活的教学方法，让学员主动参与学习活动。学员积极地参与各种方式的讨论，不断地提出建设性的问题，这真正地体现了以学生为中心的特点。通过培训，学员对中职英语教学的理念和方法有了清楚的认识。

中职英语教师培训目前存在的最主要问题是培训时间过短，而培养双师型的中职教师非一朝一夕之功。大部分中职英语教师一生中只接受过一到两次培训。每次的培训长则数月，短则十天半月。这样短的时间只能让受训者初步了解一些教育的理念，对行业知识的掌握也只能是皮毛。中国行业参与职业教育也并没有达到预期的力度和效果。学员到企业参观实习很多时候也只是走走过场，做做样子。应当说培养“双师型”的教师是一个目标，其实现还有很艰难的过程，需要政府、中职学校和企业三方为这个目标一起努力。

初中英语课程标准要求，学生应有对英语学习的愿望、兴趣、积极性和自信心，乐于参与英语实践活动。假如能尝试使用适当的其他学习方法，并交替或者说灵活运用，一定会改变上面所说的问题。初中英语课文中的内容大部分是活泼、新鲜、时尚、贴近学生生活及时代的，所以我尝试把英语的教学与手抄报这种生动的学习方式结合起来，取得了一定的效果。这种方法其实也就是将课堂的听、说、读、写延伸到课下的应用中，侧重学生动手动脑能力的激发，改变了单调教学方法使学生产生的学习及审美疲劳。利用课堂所学的单词、语法、句子以及相关知识英语手抄报在英语教学中所起的作用，其作用大致有以下两个方面：

一、当课文中接触到重要的西方的节日时，可利用手抄报的形式让学生巩固所学的知识。比如冀教版第三册课本第二十一课关于Thanksgiving的内容，介绍了感恩节在西方国家的庆祝时间，方式等，第六十三课是关于Merry Christmas的内容，介绍了圣诞节的时间，庆祝方式以及起源等知识，是在其他科目的学习中不容易接触到的内容，符合初中学生追求新鲜时尚事物的心理。

我就将圣诞节、感恩节这类西方节日等方面内容的学习，让学生根据课文所提供的知识点，结合平时积累或上网查到的相关信息，用英语手抄报的形式将其展示出来，有时还要求把中国的类似传统节日，如中秋节、春节等同感恩节、圣诞节等节日进行比较，分析中西方节日的相同点和不同点。这样英语的学习还和语文及其他科目的学习结合起来，充分利用多种教育资源，不仅复习巩固了课内所学的语言单词、句式、语法等语言素材，还增强了学生对不同地区文化差异的理解和认识，丰富了学生的知识，同时在情感的教育上，培养了学生对于中华传统美德的认识，对中国传统节日的热爱。

二、让学生把平时搜集到的英语诗歌、歌词以及成语谚语、百科知识等，以手抄报的形式展现出来，大家资源共享，互相交流，取长补短，让学生在自己能力所及的范围内尽可能多地接触并了解异国文化，扩大学生知识面。

三、让学生用图文并茂的形式，展示自己所学过的或知道的生产生活用品、动物、花卉、国家、名胜古迹等等，展示这些内容的英语写法、具体内容以及包含的文化内容。如今是社会生活信息化和经济全球化时期，英语成为最重要的信息载体之一，已成为人类生活各个领域中使用最广泛的语言。无论居家生活、出商场购物还是外出旅游，都不可避免地要接触到、使用到英语，所以它们的英文名称以及其内涵的英语表达，学生必须掌握，学生将所知道的事物名称及其英文内涵在办手抄报的过程中进行次综合应用，从课堂学习回归现实的应用，实现生活与学习的衔接。

当然除了上述几点，重大活动，如奥运会、世博会等专题内容，凡与英语学习，尤其能将英语学习与实际应用相联系的都可以展示，英语手抄报的内容可以不限，形式可以不限，只要学生能用英语展示的都应该鼓励他们展示。

为了激励学生办手抄报的主动性、积极性，还应该采用多种展示方法及评价机制。

一、个人制作，独立思考，提高动手和运用课本所学英语知识的能力，人人上交，老师评价，避免个别学生做学习的旁观者；与他人合作制作，互相帮助，共同完成学习任务，培养合作学习的能力。

二、小组展示，组内自评，选出制作最好的上课时展示评价，可请别的组的学生评价，即组间互评，提高组之间的竞争意识。

三、班内张贴，集中展示。每期手抄报都要求学生将评选出的各组最好的张贴在教室后黑板上，大家共同欣赏、学习，提高学生的成就感、兴趣和学生办报的积极性，培养学生梳理知识点及探究应用的能力。

初中由于其心理特征，所制作的手抄报版面设计符合孩子的审美特征及认识能力，由于是根据学生自己的知识层次选编的内容，所以难度适合他们的理解能力，每个孩子都有着不同的性格、爱好，不同的知识面，所以手抄报的内容多样新颖，色彩鲜艳，再配上各种可爱幽默的插图或者符号，首先从视觉对学生有着强烈的吸引力，所以学生主动办报、读报、评报的积极性也很高，使在应用中的英语课内学习更鲜活生动，课下学习更有趣益。最重要的是在这样的运用中让学生有了学好英语的信心，敢于用英语进行表达，这正是我们在基础教育阶段要培养的学生的学习能力。
