为加强无线电管理，整顿和维护空中电波秩序，根据《xxx无线电管理条例》、《xxx刑法》、《无线电管理处罚规定》和国家有关法律、法规规定，决定对我省境内设置、使用无线电台（站）和研制、生产、进口、销售无线电设备情况进行清理整顿，现将有关事宜通告如下：

一、清理整顿范围：凡在我省境内除军事系统外，设置、使用的各类无线电台（站）以及研制、研制、生产、进口、销售无线电设备的单位和个人。

二、设置、使用无线电台（站），必须事先提出书面申请，到相应的无线电管理机关办理涉台审批手续，在规定时间内领取xxx无线电台执照。未取得无线电台执照或有手续不全而使用的，均属违法，按擅自设置、使用进行处罚。

三、任何单位和个人未经国家、省、市无线电管理机关批准，不得擅自转让无线电频率。禁止出租或者便向出租以及擅自以频率作为投资同他人合作进行经营活动；不得擅自使用未经批准的无线电频率；无线电频率使用期满，需继续使用的，必须到原批准机关办理续用手续。

设置、使用各类无线电发射设备，必须按照国家规定按时、足额缴纳无线电频率占用费，预期半年未缴纳的，将采取设施，收回频率，所造成的一切后果自负。

四、不得随意变更无线电管理机关核定的无线电频率、电台呼号、名称、台址、服务范围、通信对象、发射功率等设台资料申报项目和有关技术参数，确需变更的，必须在xx日内向原批准机关办理变更手续。

设台单位或个人由于转制重组、破产等原因更换台站名称，现设台单位或个人必须在xx日内到原设台批准机关办理更名手续。

各类无线电台（站）发射设备因故停用、撤销、报废和设备老化、损坏、丢失，无法继续使用的，使用单位必须在xx日内到原批准机关办理相关手续。

五、企业研制、生产、销售无线电发射设备（含微功率短距离无线电设备），必须符合国家技术标准和有关规定。进行实效发射试验时，必须经无线电管理机关批准，办理临时设台手续。

进口无线电发射设备的频率、频段和有关技术指标必须符合国家规定，报国家或者无线电管理机关批准。

六、设置、使用无线电台（站），一经批准、注册，即为合法设台，任何单位和个人都无权擅自进行无线电台发射设备的买卖。

无线寻呼台的联系、兼并、转让、买卖，必须经原批准机关同意，办理相关手续，不得非法交易，造成严重后果者的，由非法交易双方承担全部责任。

七、任何单位和个人都不得销售和使用不符合国家技术标准的大功率无绳电话、无线话筒及其他无线电设备，对继续销售和使用，干扰其他正常无线电业务的，一经发现，要坚持予以取缔，没收一切设备。

八、加强对xxx三高xxx（高山、高楼、高塔）设台的管理。凡在xxx三高xxx地点设台必须经无线电管理机关批准，产权单位应予以监督。有关xxx三高xxx设台的管理规定，将另行通告。

凡违反上述通告精神的，在此通告公布之日起xx日内，必须到相应的无线电管理机关办理相关手续或说明情况。xx日内仍未办理，也不说明情况的，将依据国家有关规定进行处理，情节严重的，予以查封或没收设备，并处以罚款或吊销其电台执照。干扰正常无线电通信，造成严重后果的，按《xxx刑法》第二百八十八条之规定，提请司法机关追究其刑事责任。

为了保证合法无线电台（站）的正当权益，省、市无线电管理机关将在全省开展长期的无线电稽查工作，望社会各界给予大力支持和协助，一旦发现违法行为，请及时向省无线电管理委员会办公室法规稽查部门举报。举报电话：xxxxxxxx.
