据介绍，《防疫手册》的制定主要考虑了六大原则：

三是坚持闭环管理；

四是坚持有效处置，一旦发现疫情，科学精准及时处置；

五是坚持防控一体化，把冬奥会疫情防控全面融入主办城市疫情防控体系，确保赛事和城市安全；

六是坚持统筹兼顾，在严格落实疫情防控措施的同时，以运动员为中心，兼顾各方需求，提升参赛体验，创造良好条件。
