决心书从其存在的目的和性质来看，它至少有以下两个作用。

1.调动表决心的个人或集体的积极性

2.约束表决心的个人或集体的行为

(二)决心书的分类

通常决心书可依据发文对象的情况分为两类：集体决心书，个人决心书。

决心书的写作格式一般由标题、称呼、正文、结尾和落款五部分组成。

(一)标题

决心书标题一般由两种方式构成。

一种是单独由文种名构成，即在第一行正中以稍大的字体写上“决心书”字样。另一种由文种名和决心的事由共同构成。如“争取夺得团体第一的决心书”。

(二)称呼

决心书的称呼应在标题下空两行顶格写清楚决心书送达的组织机关、团体单位的名称或个人的姓名称呼。然后加冒号，如“厂领导：”、“敬爱的×××老师：”等。

如果决心书是面对广大群众，称呼也可以不写。

(三)正文

正文是决心书的主要组成部分。正文通常要由事情的缘由，决心的内容两部分构成。

1.事情的缘由

正文开头从称呼下一行空两格处写起，要阐明为什么要写决心书，其背景如何。该段一般要求结合当前的社会大背景和发文人或单位的具体情况来写，要符合实际。

2.决心书的内容

决心书的内容一般分条列出，主要写决心做到的具体目标以及实现这些目标的具体措施。分条列出的决心内容要具体求实，既保证其自身的独立性又要同其它各项有其内在的联系。

(四)结尾

决心书的结尾可以再次表示决心，也可写些表示敬意的话，如“此致——敬礼”。 当然结尾也可根据情况不写，而正文写完后自行结束。

(五)落款

落款写在全文的右下方，要署上写决心书的单位或个人的称呼姓名。如果是集体或单位所写还可以视情况加盖公章。最后还要署上成文的日期。
